Sure this might be contentious to some however I've been thinking a lot about it and being able to capture gold from deadbeat players is perhaps harming gameplay. My reasoning is that it can produce a situation where a player is able to gain an advantage by knocking out a deadbeat player. This can only happen in the first 2 rounds but compared to normal income levels at that point it is like getting a free income round compared to the other players.
I have two suggestions to combat this.
1. No gold can be captured till round 3 (by which point deadbeats have timed out).
2. Gold can only be captured after a faction has participated in the game. I.e. they have started a turn.
