Taking the navy away from Greece is to allow giving them a siege without imbalancing. Keep in mind that Alexandria and Damietta lose a navy each, which ordinarily gets Tulunid on the seas early on. Islam now has to deploy navy to go sea-bound.
The England change is to get them mobile quicker, shouldn't change things too much.
The Leon change is +1 cavalry, a pretty small change but it eensures they can defend their third territory easier, which has no fort.
The Novgorod issue is complex, not sure if it will be addressed properly this version, but they should have a better go defending against Sami now.
Norway is only -7, which isn't much, that's why they only got 2 infantry bonus, that's one third of the first turn in income. I think they are disadvantaged due to the long coastline, which is hard to defend early on against a potentially mobile Alba.
